Packaging bag management

　　With the development of packaging industry, packaging waste also brings great pressure to the municipal and natural environment. According to EU statistics, packaging waste accounts for 50% of all waste. Recently, developed countries such as Europe and the United States have formulated packaging laws and policies, and some countries have also implemented the "environmental protection logo" system to strengthen the environmental awareness of manufacturers, importers, retailers and other businesses. In the EU, all local and manufactured products and imported products, if they are to be sold in the EU market, must first understand and comply with EU regulations on packaging materials and recycling.

　　The EU has a strict control system for packaging materials. Most EU member states have adopted legal procedures to implement the EU Directive on Packaging and Packaging Waste formulated in December 1994, which stipulates that the target recovery rate of packaging waste in each member state is 50%~60%. The compulsion of legislation and the formulation of recycling objectives have promoted the development of recycling systems in various countries, and the provisions on producer responsibility have promoted each link of the packaging chain to actively reduce the generation of packaging waste. The EU "Packaging and Packaging Waste Disposal Directive (94/62/EC)" formulated by the European Parliament and the Council of the European Union has been fully implemented since 1997. With the goal of ensuring the safety of environment and life, and improving the rational use of energy and resources, the Directive has no standards and goals for packaging and packaging materials, packaging management, design, production, circulation, use and consumption in the EU market. On February 11, 2004, at the request of some member states, the European Commission amended the packaging waste recycling directive of the directive (Amendment 2004/12/EC), stipulating that the overall recycling rate of packaging waste is 60%, and the recycling rate is 55%. At the same time, specific recycling ratios were set for different packaging materials, including 60% for glass and paper, 50% for metal, 22.5% for plastic, and 15% for wood. After the promulgation of the revised Directive, an important link emerged in the work of the EU, namely, monitoring the effect of the Directive. Through the directive on packaging waste, the EU can include the generation, recovery and recovery of packaging into its management system. In addition, due to the high recycling rate of glass, paper, wood and metal materials, these materials are very popular in the EU.
